ACT operates primarily in rural areas

CBW reports on a recent legal case focusing on Section 19 and 22 permits

Accessible Caring Transport (ACT) was established in 1992 as Cynon Community Business Ltd, before being rebranded as ACT in 1998. Based in Mountain Ash, Mid Glamorgan, the operator provides both Section 22 and Section 19 services within Cynon Valley and the surrounding areas, and is now a registered charity. Its services venture into Merthyr Tydfil and Caerphilly every so often, as well as – albeit rarely – Cardiff.

ACT has been using both permits issued under Section 19 of the Transport Act 1985 and community bus permits issued under Section 22 of the Transport Act 1985 for a number of years, but recent renewal applications led the Traffic Commissioner (TC) for Wales, Nick Jones, to question whether it met the criteria to operate under both permits.

An initial hearing on the matter was held on 27 February, at which time five Section 19 permits were issued along with two Section 22 community bus permits.
