CPC reform proposals announced

We take a closer look at some of the outcomes of the DCPC reform proposals and the DfT’s response to industry consultation

Following a period of consultation, the Government has set out its response and decisions on the future delivery of driver CPC training for PCV and HGV licence holders. A total of 1,190 consultation questionnaire responses were received, as well as 16 position papers from industry stakeholders and 177 emails.

Whilst a range of views were expressed, the principle of reforming DCPC was supported and most respondents agreed with proposals for reforms to periodic training, e-learning, returning drivers, short term exemptions and extensions as well as electronic Driver Qualification Cards (DQCs); see last week’s news pages.

As a result, the Government believes that the DCPC will benefit from reforms to increase flexibility when renewing and regaining the qualification, and plans to consult further on introducing a new periodic test as an alternative to 35 hours of training for drivers looking to renew, which would also be available for drivers looking to return to the sector and form an accelerated return pathway, among other changes.

Of the 1,190 responses received, 63% came from professional drivers, 15% from trainers, 14% from operators, and 8% identified themselves as ‘other,’ including road safety and trade organisations. Of the 161 who were operators, 40 respondents said they employ coach or bus drivers and 121 respondents that they employed lorry drivers.
