A catalogue of MOT and roadside inspection failures led to the revocation of the operator’s licence and disqualification of its transport manager
On 23 March, Traffic Commissioner for the Western Traffic Area Kevin Rooney published his written decision in the case of Millmans Coaches Ltd t/a Grey Cars (licence PH1005196). Millmans Coaches Ltd was the holder of a standard international public service vehicle operator’s licence authorising the use of 20 vehicles from an operating centre at Wentworth Road, Heathfield, Devon, granted in August 2002 following the revocation of another licence held by the company that same year. The transport manager was Paul Mark Hamlyn-White.
The operator’s vehicles incurred multiple prohibitions over recent years. In April 2021, it appeared before the Traffic Commissioner (TC) at a preliminary hearing due to an adverse DVSA maintenance report. It was indicated that the business had been deeply disturbed by the pandemic, as it was almost entirely a home-to-school operation. The TC recorded an undertaking in relation to finance and that a roller brake test would be undertaken in relation to at least every other preventative maintenance inspection.
The DVSA had cause to conduct a further investigation in August 2022 following three prohibitions issued to vehicles which had been presented for their annual MOT, including one, DA52 YGV, which was prohibited because a near-side suspension bolt was missing with obvious signs of axle movement. GN05 LMV was presented for MOT with a steer axle tyre that was more than 10 years old. DA52 YGV failed again with positive hydraulic leak of brake fluid even without the brake applied.
