This month was the first time since the Department for Transport’s (DfT) Section 19 and 22 letter that I was able to visit a Community Transport Operator (CTO). The sector has understandably been keeping a low profile since the announcement because of the weight of uncertainty, since the consultation remains ongoing and the precise changes are still uncertain.
